The Civil Service Pensioners’ Alliance (CSPA) is the independent representative body for civil service pensioners in the UK. Founded in 1971, it is a non-party-political membership organisation that exists to protect and improve the pension rights and living standards of those who have served in the civil and public services.
The CSPA campaigns directly to government and parliament on pension policy, monitors the annual pension increase process, and supports individual members through pension queries, complaints, and disputes. It is the authoritative voice for civil service pensioners on issues ranging from the McCloud remedy to the treatment of survivors’ pensions.
One of the CSPA’s most important areas of work is ensuring members receive correct annual pension increases. Civil service pensions in payment (Alpha, PCSPS Classic, Premium, and Nuvos) are increased each April in line with the Consumer Prices Index (CPI) figure for the previous September.
A civil service pension fully linked to CPI maintains its real value over a 20–30 year retirement — a benefit that is increasingly rare. The CSPA actively campaigns to ensure this protection is preserved and that increases are applied accurately and on time.
The government’s 2015 public sector pension reforms moved most members into new CARE-based schemes. The courts ruled this transition discriminated against younger members. The McCloud/Sargeant remedy corrects this by giving eligible members a deferred choice at retirement between their legacy scheme benefits and the reformed scheme benefits for the 2015–2022 remedy period.
There are four main civil service pension schemes. Most current employees are in Alpha (a CARE scheme), while those with service before 2015 may have benefits in one or more of the legacy schemes.
